    Incident Summary:
PLEAD NOT GUILTY TO ALL CHARGES. Carter responded to a distress call from Blaine County Savings along with several other officers. Upon arrival, he spotted 4 motorcycles outside (Sanchez's and Manchez's). He ran around back and slashed the tires of 2 of the bikes before moving to secure the front of the building where 2 more bikes were located. The individuals inside had a hostage and wanted to exchange the individual for free passage as well as a fast 2 door car. The BCSO procured a Sultan RS, blue in color, plate RS270BCS, for the individuals to drive away. The individuals came out the front door and exchanged the hostage as one individual got on the motorcycle and the others got in the car. They then fled the scene and split in directions. Carter chased the one individual on the motorcycle. They traveled eastbound on Great Ocean Highway before veering up onto the railroad tracks where the individual on the bike turned around and fired shots while riding. Carter returned fire before calling it a futile attempt. The individual then veered to the right, went over a mound and crashed into a woodpile. With Carter close behind, he had the same fate and also hit the woodpile, landing on top of the individual and exploding the motorcycle. Upon securing the individual he was searched where $93,784 in Marked Bills, 1x Combat Pistol, 1x Tazer, 1x Switchblade were taken from him. He was then transported to Paleto Medical center where he was treated and identified as Tyler Fitzgerald. Upon being released he was diagnosed with a severe concussion and short term memory loss. Carter then began transporting Tyler to MRPD as they talked about Tyler's story. As they passed Bolingbroke on Senora Fwy, two individuals opened fire on the cruiser. Carter floored it and was able to get away. Upon arriving at MRPD, Tyler and Carter went through the security footage of the bank where Tyler was seen, without a weapon, talking to no one. He walked directly to the back and drilled at the vault. There was no exchange of money between him and the other 2 subjects. Tyler then got on the bike and goes out of sight of the footage as Carter chased him and the above actions occurred. Tyler then explained that his brother was seen in the footage as the hostage, his name is Brad Adams. And that Tyler doesn't remember any of his actions, however, his actions may have been an attempt to help the other two subjects in exchange for the safety of his brother. Tyler was charged with F2 - Aggrevated Assault, F11 - Robbery, M4F - Felony Evasion, which he plead not guilty to all. He was given 20 months in Bolingbroke as he was in custody for roughly an hour discussing the situation and given 10k in fines.
